The record
The vehicle is a public-order Defender rather than a patrol car, and its fittings say so. Every pane of glass is protected: mesh guards over the windscreen, the front doors, the rear side windows and the rear door, of the kind fitted for policing crowds and stone-throwing rather than for rough terrain. Above the cab a roof rack carries the spare wheel flat and a board reading 190 644 — a roof identification number, readable from a helicopter or an upper window — and a ladder up the left rear corner gives access to it. Two blue beacons sit at the front of the rack. The Ministry of the Interior crest is carried on the front doors ahead of POLICIJA lettering, repeated across the tailgate, with the force's blue-and-yellow band running the length of the body over white.
The generation is legible from the wing: a Tdi badge sits behind the front wheel arch, which puts the vehicle in the pre-Td5 era — either the 200Tdi that arrived with the Defender name in 1990, or the 300Tdi that replaced it in 1994 and was itself replaced in 1998. The flat bonnet confirms it predates the convex-bonnet Puma cars of 2007 onward. It was photographed in 2008 outside Zagreb Glavni kolodvor, the city's main railway station, so it was a vehicle of at least ten years' standing still in front-line use.
No procurement record for the Croatian police Defenders — quantities, contract dates, which units or directorates ran them, or whether the mesh guards were factory or local fitment — was found in the sources consulted, and none is asserted here. What this record documents is one photographed vehicle and the configuration it carried.
